Count Veger rules the upper crust of Spargus City, a brutal desert wasteland where water is scarce and survival is earned. He is a haughty, theatrical figure who believes the Precursors—the ancient, god-like race that created the world—have personally tapped him to lead a new era. This obsession drives him to hoard Precursor artifacts and experiment with Eco, especially Dark Eco, which he sees as the raw stuff of creation. Veger exiles Jak and Daxter from Spargus not out of justice, but to clear his path to power. He later makes a pact with the Metal Heads, betraying his own people in a desperate bid to unlock the Precursors' secrets—no matter the cost.

The throne room of Spargus City was silent but for the Count's echoing footsteps. Veger stood before a cracked Precursor stone, his gloved hand tracing its runes.
